Partnerschap-ship-partenariat FNF-HCL

1.       De samenwerking van FNF met HCL is gepland als een partnerschap op lange termijn. Nu willen we starten met twee 5 jaarprojecten met de steun van de provincie Limburg en de de stad Hasselt. 

2.       We  willen voor gehandicapten, vooral kinderen die niet verlaten zijn door hun ouders een dagopvang realiseren. Dit willen we mogelijk maken door middel van een 5 jaren project dat noemt  “Dagcentrum voor meervoudig gehandicapten”.

3.       We willen het HCL helpen dit centrum uit te bouwen door middel van een 5 jaren steunproject. Dit  noemt “Een thuis voor meervoudig gehandicapten”.

5.      De huidige verantwoordelijke en stichter Luke Moortgat wil het centrum helemaal zelfstandig en duurzaam maken door het in handen te geven van de plaatselijke Filippijnse verantwoordelijken die voor de continuïteit kunnen zorgen in de toekomst.

6.   Men wil het centrum een voorbeeldfunctie geven om zo de Filippijnse regering en de bevolking aan te tonen dat gehandicaptenzorg mogelijk en hard nodig is en dat de overheid zijn verantwoordelijkheid moet opnemen op sociaal en gezondheidsvlak en haar erg  globalistische en ultra liberale houding af te zweren.

Présentation collaboration FNF et HCL

1 Cooperation of FNF and HCL is a partnership established for a long period. We want to start two 5 years projects with the support of the province of Limburg and the city of Hasselt.

2 FNF want to help the HCL to start a daily program for handicapped people, main-ly children, who are not abandoned by their parents. This is a projectfor a 5 year period. The name is: "Daycentre for poly handicapped people".

3 FNF has the intention to help the HCL to continue and to strengthen through a 5 year project of support . The name is: "A home for poly handicapped people"

4 As the founder and responsible, Luke Moortgat wants the centre to be completely self supporting and sustainable, he will pass it over to the responsibility of the local Philippine authorities who will take care for it in the future

5 We insist on the fact that the centre should be used as an example to demonstrate to the Philippine Government and the population that caring for the handicapped people is possible and mandatory and that the authorities have to take their part of responsibilities in social and health affairs by throwing away their global and ultra- liberal attitude.

1. La coopération de FNF avec HCL est prévu comme un partenariat à long terme. Maintenant, nous commençons avec 2 projects de 5-ans, et nous allons demander du soutien à  la province Limmburg et de la ville de Hasselt.

2. Nous souhaitons à donner à des handicapés, surtout aux enfants qui ne sont pas abandonnés par leurs parents, des soins et de l'éducation pendan la journée. C'est pour ce raison que nous commençons avec un projet (de 5 ans) appelée «centre de jour pour de personnes multi-handicapées.

3. Nous voulons aider le HCL pour construire et fortifier leur centre à travers une période de 5 ans par un projets d'aide. C'est ce qu'on appelle "Un maison pour des personnes multi- handicapées.

5. Le fondateur Luc Moortgat du HCL veut dans le furur donner totalement  ce centre dans les mains des dirigeants locaux philippins qui peuvent assurer la continuité dans l'avenir.

6. Nous voulons que le centre soit un exemple pour le gouvernement Philippin et pour tous les gens. Ainsi on peut montrer que les handicapés en ont désespérément besoin et que le gouvernement devrait reconnaître sa responsabilité dans le domaine social et de la santé au lieu de continuer son attidude très globalistist et ultra libéral.

MEMORANDUM OF AGREEMENT

 

BETWEEN

 

HANDICAPPED CENTER LOURDES INC, hereafter named the CENTER and

 

THE EMERGENCY FUND PHILIPPINES, VZW, hereafter named the FUND

 

 

1.   The FUND, in Belgium - Flanders, and the CENTER, in the Philippines, want to pursue a real, mutual, long-term partnership. Our organizations, in respect of their own characters, will become highly interrelated. We want to ensure that the CENTER and the FUND shall become exclusive partners in the Philippines and in Belgium. We want to start at the end of 2009 with projects for a period of five (5) years. This means that after each annual positive evaluation we can continue. More, this cooperation can certainly go beyond 5 years.

 

2.   The FUND wants also to be well-informed on the fundraising:

 

2.1  What concerns the non Belgium-based aid, the FUND wants to obtain an annual statement of accounts. There should be a separate review of the support that comes from the European Union and the other countries.

 

2.2  Covering the aid that the CENTER receives from Belgium, the following rules have to be applied:

-  The FUND must be informed in order to exclude all forms of double funding.

-  Aid coming from CICM in Belgium: the FUND has to be informed about both the amounts and their intended usage.

-  The other funds and donations from Belgium must pass through the FUND. I.e., through (tax deductible) payments via our account at the NGO VOLENS - SHC.

 

3.   The FUND and the CENTER are committed to ensure that the aid will be well spent following the project applications that were previously agreed. If not, or when it can not be proven through the annual evaluation, the FUND can be obliged to reimburse the funds. Then the FUND has to ask the same from the CENTER (which is something we must avoid at any cost).

 

4.   As it is not the intention to have too many inflexible regulations, it is possible that in the course of the year, partial changes may be made, provided that the approval of the FUND has been asked. This is so because the FUND has to consult also the sponsors.

 

5.   Each year a thorough review has to be made. This will include a statement of accounts and supporting evidence and documentation including photographs. This has to be done following the specific requirements of the FUND itself and its sponsors: the Province of Limburg, the city of Hasselt and others sponsors (if any).

 

6.   Each year, highly detailed project applications with a proposed budget have to be made. This should take into account the specific requirements of the FUND itself and its sponsors: the Province of Limburg, the city of Hasselt and other sponsors (if any).

 

7.   The CENTER must also make short interim reports for the FUND through bi-monthly newsletters. These are important for the members and sympathizers of the FUND and the monitoring of the operations from Belgium.

 

8.   The FUND and CENTER serve as true partners working together:

 

8.1   They give one another regularly an overview of current status and they participate in important decisions.

 

8.2   They must also inform one another and be involved in new developments or changes in the projects and plans.

 

8.3   If necessary they must check each others accounting books.

 

9.   The official authorities and the general public should be informed that the CENTER and the FUND work in partnership and, through the FUND, collaborate with the province of Limburg, the city of Hasselt and other sponsors (if any). This has to appear also in documents, websites and on a sign outside the CENTER.

 

10. At the end of 2009, financial assistance to current and former FUND partners in the Philippines will end because the ongoing projects will be finished (as far as the FUND is concerned). We want then to focus only on the CENTER and, if it is needed, on emergency assistance in the Philippines. If an exception should be made, this will be done only after prior agreement.

 

11  To get to know each other better and to follow up on the activities we need after some years a visit to the Philippines and to Belgium. Given that we do not have travel budgets and the travel expenses cannot be charged to the subsidies, the representatives of the FUND and the CENTER should shoulder such expenses themselves or with private aid. We want that during the reciprocal visits each organization assures to the visitors a simple and warm hospitality. We want in the future that a visit by Fr. Luke to our country be possible.

 

12  The FUND always tries to work as an organization of volunteers. This means that, except for a small percentage to cover administrative and management costs, the FUND sends the subsidies entirely to the projects in the Philippines.

 

13. This agreement is also aimed as a personal collaboration between Fr. Luke Moortgat as representative of the CENTER and Mr. Francis Leyssens as representative of the FUND.
